If you forgot the source of a quotation in our parents’ generation, you could safely attribute it to Winston Churchill.

Churchill smoked Cuban cigars, drank champagne for breakfast, painted for pleasure and won wars for a living. He was the authentic hero of the age of imperialism in the English-speaking people. If you cannot recall a source now, the safest thing to do is to attribute it to Warren Buffett, who eats hamburgers, plays bridge, thinks up witticisms for a hobby and makes money for a living. He is the authentic hero of the age of capitalism in the dollar-speaking world.

It was Buffett, I think, who said that it is only when the tide runs out that you discover who has been swimming naked.

Well, with the next general elections only weeks away, the tide is running out on politicians who have dominated the last five years. To our increasing amusement, we are beginning to discover that there might be a whole nudist colony swimming in the political waters. Once upon a time, only the emperor had no clothes. But democracy is a more egalitarian business.

The position of chief nudist fluctuates, but at the moment there would be no questions asked if the award was handed to Abdul Rahman Antulay. Let me point out right away that Antulay is far smarter than the emperor, who seems to have lost his wits after a child pointed out that he had lost his clothes. Antulay has taken pre-emptive action to fool the child.

If you throw dust in the eyes of the beholder, there is a good chance that your nudity will not be recognised. Antulay has spent six of his eight decades in politics. You learn a great deal in the process.
One simple question will expose how nude Antulay was under the enveloping tide: Can he name one single thing, anything at all, that he has done for minorities as the Union Minister for Minorities?
He could possibly reel off the number of occasions on which he has broken down and sobbed publicly, either in sympathy at their plight or in exasperation at his inability to persuade the system to deliver.

The tears might even have been genuine. But they do not add up to re-election.

If the performance is poor in Delhi, it is pathetic in Maharashtra. An exceptionally good story in Mumbai Mirror revealed that the Congress-NCP Government had not spent a single rupee out of the Rs 167 crores allotted to the Minorities Development Department till 15 December. Not one rupee. It is sadder still that the more hysterical elements of the Urdu press, who spend yards of newsprint on conspiracy theories, simply ignore such a story.

In fact, if you want a quick portrait of the Congress Government in Maharashtra then all you have to do is check out one statistic: only 34 per cent of the State’s annual budget of Rs 29,000 crores has been spent till the middle of December.

And so Antulay picked up conspiracy fluff floating down the media mainstream, which had found some anchorage on urban shores, in order to reinvent himself as a martyr for a “Muslim cause”— that Hemant Karkare had been “martyred” [some Urdu papers refer to him only as “Shaheed” Karkare] because he was on the point of discovering the truth about a “Hindu” hand behind the Malegaon bombings. Even as a theory it was extraordinary: it implied that some quick-thinking fellow police officer had misled Karkare into going to the exact spot where he would get killed, certain that the Pakistani terrorists would not be able to get anyone who went to Taj, Oberoi or Nariman House, but would certainly kill the officers who went towards the Chhatrapati Shivaji railway station.

All the clichés were trotted out: that Antulay feared no one but God [loud applause], that he did not care for office [“Take my resignation!”] et al. But the record shows that while it takes very little to persuade Antulay to offer to resign, it takes a great deal to force Antulay out of office.

When the Babri mosque was demolished, and Mumbai suffered two months of riots, Antulay did not even offer to resign from Parliament. There were two reasons: one, three and a half years were left before the next general elections, not just three and a half months. Two, P.V. Narasimha Rao would have accepted the resignation immediately.

Actually, even three and a half months are too long. When the Congress Government humiliated him through a statement in Parliament debunking the conspiracy line, all he did was to sheepishly agree and accept that there was no longer any need for an enquiry. Of course, the man who fears no one but God was permitted to keep his job, however marginal it might be.

Siddhartha Varadarajan, writing in the Hindu, had the finest conspiracy theory of the whole lot: that Antulay was a BJP plant in the Congress. It is certainly more logical than the suggestion that Mumbai police officers conspired with Pakistani terrorists to kill a top officer of their force.

At a time of serious tension, all Antulay did was break the unity fashioned in Parliament.

Just when it seemed that India was speaking in one voice, he split the Cabinet and handed Pakistan a public relations coup. His bid for pseudo-heroism has given Pakistan effective ammunition in the psychological skirmishing that has become a substitute for open warfare.

Before asking India to unite, the Prime Minister might have asked his Cabinet to unite. His abject retreat will not change the Pakistani narrative. Islamabad will accuse Delhi of using pressure to ensure silence.

It is only appropriate, if one has begun with a quote, to end with a misquote. Churchill is, by my guess, the second most fecund source for anecdotes and bon mots in English; the most fertile is of course Shakespeare, who was also familiar with tides in the affairs of men. Shakespeare also understood the politics of power better than most, as his history plays indicate.

But since he wrote of heroes, he did not investigate the clothing of politicians at ebb tide. Hence, a variation: “There is a tide in the affairs of men which, when taken at the ebb, leads on to misfortune”.

Gaza: Don’t be fooled by Israel’s shocking crime

By condoning this assault, Western governments are once again colluding with Israeli atrocities and inviting further atrocities in the future

Even by its own dismal standards, Israel’s blitz of the Gaza Strip represents a new threshold of savage and reckless militarism. The fourth strongest military power in the world has subjected an essentially defenceless and impoverished population of 1.5m Palestinians to a brutal aerial bombardment, claiming at least 350 victims and more than a thousand injured.

As always, Israeli propaganda has presented the assault as a reluctant response to “terror” specifically Hamas’s mortar and Qassam rocket attacks on southern Israel.

There is no doubt that Hamas’s military wing should not be firing rockets anywhere near civilian populations, but Qassam rockets are a negligible military weapon compared to the vast firepower that Israel has unleashed on Gaza since its unilateral withdrawal from the strip in 2005. According to the UN, 11 Israeli civilians died from Qassam rocket attacks between 2004 and 2007. In Gaza, by contrast, more than 300 Palestinians died in 2006 alone, a year in which the IDF fired 14,000 artillery shells into the strip.

These attacks have formed part of a tit-for-tat process in which both Israel and Hamas have broken ceasefires and used such violations whether real or invented – as a justification for acts of violence. But the emphasis on the Qassam rockets ignores the political context. For the most part they were a desperate and largely ineffectual response to Israel’s attempt to subvert Hamas’s overwhelming electoral victory in January 2006.

Hamas has carried out some savage atrocities against Israeli civilians, but it has not carried out a suicide attack since 2005 and it has given numerous indications that it is prepared to engage in a political process indications that are mostly ignored by Israel and the western media in general.

Instead of engaging Hamas politically and allowing it to fulfill its democratic mandate, Israel declared it would not negotiate with “terrorists” and set out to undermine Hamas financially and make it impossible for it to govern. When these efforts failed, Israel and the US armed the one-time “terrorists” of Fatah and tried to promote a coup in Gaza. These machinations were thwarted in July 2007, an event that the western media now misleadingly refers to as the point when Hamas “seized power” in Gaza.

Since then Israel has effectively been reducing Gaza to the status of a failed state the better to control and punish its population. The EU, the US and the Palestinian Authority have all been complicit in this process, so it is not surprising to find that all of these actors have been muted, if not openly supportive, in their response to the blitz of Gaza.

The assault on Gaza will resonate across the Muslim world for decades to come

Western governments have generally limited themselves to hypocritical calls for “restraint” and sanctimonious cant about “unacceptable” civilian casualties, while leader writers and media pundits wring their hands at Israel’s vulnerability or engage in “blaming the victim” sophistry. As always, Israeli spokesmen insist on the restraint and humanity of its armed forces and express regret at the loss of “innocent” lives.

The rest of us should not be fooled. What is taking place in Gaza is a shocking crime. By condoning this assault, Western governments are once again colluding with Israeli atrocities and inviting further atrocities in the future. Israelis may well take a visceral satisfaction as their air force blasts Gaza and their politicians hang tough. For too many Israelis and too many of their supporters Palestinians and Arabs can never be fully “innocent”. Even less so when they have had the temerity to elect a “terrorist” government.

Such satisfaction will not last long. Hamas will undoubtedly take its revenge, and Israel will carry out further acts of futile “counter-terrorism”. Even as it exposes the fraudulent “peace process” of the last few years, the assault on Gaza will resonate across the Muslim world for decades to come, providing carte blanche to those who believe that if Israel and its supporters can kill with impunity, then so can they.

Okay we know Mohammed Mukkaram was reckless (as is expected of most normal youngsters his age) and he paid with his life for his mis-adventure. The media has faithfully reported this, but has failed to inform us about the legality of his killing. Were the sentries at the army officer’s house within their rights to use lethal force? At best, this CNN-IBN report is not a very professionally produced one. It is not the expected role of the journalist to frame the issue within a bias of deviant and errant behaviour and then normalise the killing. In the times of terror and the media’s sudden romanticism of the army, the CNN-IBN report presents predictable sound bites that condemns Mukkaram and literally states “he deserved it”. There is not a single voice of dissent — bar that of the family. I am not taking away the seriousness of the situation. Surely the guards at the officer’s house must have been edgy themselves. Wouldn’t that have been the result of the media’s incessant coverage of terrorism? Watch video:

A more balanced reporting of the event by Nirmala Ravindran of India Today (link). India Today points out that both guards and policemen searched for the boy. It would appear then, that the cops could have intervened and told the army guards that he was only wanted for a traffic offence. The Hindu reports that :

While the sentries asked him to surrender, Pasha jumped from the roof and started running towards the compound wall. The police said that the sentries opened six rounds of fire, two in the air, from a Military Service Rifle 5.45 mm, and one of the bullets pierced Pasha’s abdomen. The Indian Express decided to go with the headline “Every Saturday, he flirted with danger”. This frames the entire situation as if Mukkaram asked for it and seeks to bias the minds of readers (”Every Saturday he flirted with danger” Indian Express, 30 Dec 2008, Johnson T A, Link). It is like arguing that everybody who is killed on Indian roads asks for it because the country has a high rate of traffic deaths. Even if we concede that Mukkaram was in the wrong place in the wrong time, the following questions should be asked:

a) whether the soldiers were in their legal right to shoot.
b) does the army have a security protocol for intruders and did the soldiers follow them

How India, an upcoming superpower, should respond to Israel’s genocidal air attack on Gaza?

Not long ago, Indian people were surprised to read in the morning newspaper, how Indian Navy had travelled across the vast expanse of Indian Ocean and tackled a country dhow belonging to Somalia’s hostage-taking pirates. It was made out that India is only carrying out its international obligations, after being co-opted at the top table of world’s leading nations in G-7 plus and G-20. Indian people were not taken into confidence, if they have any opinion on sending our naval ‘war’ destroyers to distant shores, when our own coast proved to be so porous and unguarded as to be used by terrorists to mount their terror attack on Mumbai, by approaching the city from the sea.

Now it will appear, that instead of the Western axis demanding India to act on their behalf, India’s own people are making demands on their nation to rise up and try and stop the genocidal aerial attacks on undefended Gaza strip, against which Israel has declared open war. Muslim organisations in Mumbai have openly demanded that India should break all diplomatic relations with Israel and people are asked to boycott all Israeli goods and services. This is a demand coming from India’s own citizenry. This, therefore, is a test, if India is more attuned to the dictats of foreign powers than to the demands of its own people. This is a test of India’s freedom, sovereignty and unalloyed commitment to justice and fair-play. India should, not only raise its voices in all international fora, but in practical terms send its naval vessels to break the siege that Israel has illegally imposed on Gaza. Let India’s naval vessel engage themselves in humanitarian relief work, by breaking the Israeli blockade and providing relief to the 1.5 million Palestinians, who are practically being starved to death. Israel is defying all UN demands and even blockading UN relief to pass to the beleaguered people of Gaza, that are hemmed in by Israel and Egypt – a nominal Arab country, fully in control by a US puppet and carrying out the Zionist agenda like an unthinking robot. The world is not blind to the visit of Israel’s glamorous Tzipi Livni unleashing her charms on Hasni Mubarak and getting away with an anti-Arab and anti-Muslim conspiracy, before Israel began its murderous air attacks on innocent civilians. Sixty five US planes were used for 3.5 minute sorties to kill over 300 civilians and injure thousands. As Ron Paul rightly said, it is US money and US planes that prop Israel.

In calling on Indian Prime Minister, to show India’s own free moves in comparison with that of a US stooge like Egypt’s Hasni Mubarak, the nation wants an assertion that India is still a free country and not sold to the West.

The Mumbai terror attacks were part of a carefully planned and coordinated operation involving several teams of experienced and trained gunmen.

The operation has the fingerprints of a paramilitary-intelligence operation. According to a Russian counter terrorist expert, the Mumbai terrorists “used the same tactics that Chechen field militants employed in the Northern Caucasus attacks where entire towns were terrorized, with homes and hospitals seized”. (Russia Today, November 27, 2008).

The Mumbai attacks are described as ” India’s 9/11″.

The attacks were carried out simultaneously in several locations, within minutes of each other.

The first target was in the main hall of Mumbai’s Chatrapati Shivaji Terminus railway station (CST), where the gunmen fired indiscriminately into the crowd of passengers. The gunmen ” then ran out of the station and into neighboring buildings, including Cama Hospital”

Attacks by separate groups of gunmen took place at two of Mumbai’s luxury hotels – the Oberoi-Trident and the Taj Mahal Palace, located at the heart of the tourist area, within proximity of the Gateway of India.

The gunmen also opened fire at Café Leopold, a stylish restaurant in the tourist area. The third target was Nariman House, a business center which houses Chabad Lubavitch, Mumbai’s Jewish Center. Six hostages including the Rabbi and his wife were killed.

The domestic airport at Santa Cruz; the Metro Adlabs multiplex and the Mazgaon Dockyard were also targeted.

“The attacks occurred at the busiest places. Besides hotels and hospitals, terrorists struck at railway stations, Crawford Market, Wadi Bunder and on the Western Express Highway near the airport. Seven places have been attacked with automatic weapons and grenades.(Times of India, 26 November 2008),

Indian troops surrounded the hotels. Indian Special Forces commandos were sent into the two hotels to confront the terrorists. Witnesses at the hotels said that the gunmen were singling out people with US and British passports.

Casualties, according to reports, are in excess of 150 killed. Most of those killed were Indian nationals, many of whom died in the attack on the Chhatrapati Shivaji railway Terminus.

At least 22 foreigners were killed in the attacks. Fourteen police officers, including the chief of the anti-terror squad, were killed in the attacks.

Who was Behind the Attacks?

A virtually unknown group called “the Deccan Mujahideen”, has according to reports, claimed responsibility for attacks. The Deccan Plateau refers to a region of central-Southern India largely centered in the State of Andhra Pradesh. This unknown group has already been categorized, without supporting evidence, as belonging to the Al Qaeda network of terrorist organizations.

Police reports confirm that nine “suspected attackers” have been arrested and three of the attackers have, according to unconfirmed police sources, confessed to belonging to Lashkar-e-Taiba [Lashkar-e-Tayyiba], a Pakistani Kasmiri separatist organization, covertly supported by Pakistani military intelligence (ISI). At least one of the arrested, according to the reports, is a British citizen of Pakistani descent.

In chorus, both the Western and Indian media are pointing fingers at Pakistan and its alleged support of Islamic terrorist organizations:

“Strategic gurus and security analysts in the US and from across the world are examining Pakistan’s role in terrorism following yet another terror episode in India ending with fingers pointed at its widely-reviled neighbor.

While initial reports from India suggested the Mumbai carnage was a localized attack by militant malcontents in India because of the “Deccan Mujahideen” decoy that was used to claim responsibility, evidence cited by Indian army and security experts based on phone intercepts, nature of weaponry, mode of entry by sea etc., has quickly focused the attention on Pakistan.” (Times of India, November 27, 2008)

The US media has centered its attention on the links between the Mumbai attacks and the “resurgent terrorist groups [which] enjoy havens in Pakistan’s tribal areas as well as alleged protection or support from elements of Pakistani intelligence.” (Washington Post, November 28, 2008).

“Clash of Civilizations”

In Europe and North America, the Mumbai attacks by Islamic fundamentalists are perceived as part of the “Clash of Civilizations”. “Militant Islam is involved in a war against civilization”.

The dramatic loss of lives resulting from the attacks has indelibly contributed to reinforcing anti-Muslim sentiment throughout the Western World.

The outlines of the terrorist attacks in Mumbai, India, are becoming clear. The terrorists targeted India, the U.S. and Britain, and the Jewish people. (Market Watch, November 28, 2008)

According to the media, the enemy is Al Qaeda, the illusory “outside enemy ” which has its operational bases in the tribal areas and North West Frontier Province of Pakistan. Washington’s self-proclaimed holy mandate under the “Global War on Terrorism” is to take out bin Laden and extirpate Islamic fundamentalism.

America’s right to intervene militarily inside Pakistan in violation of Pakistan’s sovereignty is therefore upheld. Bombing villages in the tribal areas of North West Pakistan is part of a “humanitarian endeavor”, in response to the loss of life resulting from the Mumbai attacks:

“Before these awful raids, news from South Asia had been encouraging. The central problem remains pacifying Afghanistan, where U.S. and other NATO forces struggle to stamp out Taliban and al-Qaeda elements.” (Washington Post, November 28, 2008)

“Washington, however, wants the Pakistani army’s cooperation in fighting terrorism. In recent weeks, U.S. officers in Afghanistan reported better results, crediting the Pakistanis with taking the offensive against the Taliban on Pakistani territory.”

Media Disinformation

US network TV has extensively covered the dramatic events in Mumbai. The attacks have served to trigger an atmosphere of fear and intimidation across America.

The Mumbai attacks are said to be intimately related to 9/11. Official US statements and media reports have described the Mumbai attacks as part of a broader process, including the possibility of an Al Qaeda sponsored terrorist attack on US soil.

Vice President Elect Joe Biden during the election campaign had warned America with foresight that “the people who… attacked us on 9/11, — they’ve regrouped in the mountains between Afghanistan and Pakistan and are plotting new attacks”. (emphasis added)

These are the same people who were behind the terror attacks in Mumbai.

These are also the same people who are planning to attack America.

Immediately following the Mumbai attacks, New York Mayor Michael Bloomberg put New York City’s subway system “on high alert” based on “an unsubstantiated report of potential terrorism here in New York. This report led the New York Police Department to take precautionary steps to protect our transit system, and we will always do whatever is necessary to keep our city safe,” Bloomberg said in a statement” (McClatchy-Tribune Business News, November 28, 2008, emphasis added).

It just so happens that one day before the Mumbai attacks, “the FBI and the Department of Homeland Security (DHS) had warned that there is a ‘possible but uncorroborated’ Al -Qaeda threat against the New York transportation system.” (Ibid)

“As the attacks in Mumbai were carried out, U.S. authorities issued a warning that Al-Qaeda might have recently discussed making attacks on the New York subway system. A vague warning, to be sure. ‘We have no specific details to confirm that this plot has developed beyond aspirational planning, but we are issuing this warning out of concern that such an attack could possibly be conducted during the forthcoming holiday season,’ the FBI and Department of Homeland Security said.” (Chicago Tribune, November 29, 2008)

Pakistan’s Military Intelligence is America’s Trojan Horse

The media reports point, in chorus, to the involvement of Pakistan’s Military Intelligence, the Inter Services Intelligence (ISI), without mentioning that the ISI invariably operates in close liaison with the CIA.

The US media indelibly serves the interests of the US intelligence apparatus. What is implied by these distorted media is that:

1. The terrorists are linked to Al Qaeda. The Mumbai attacks are a “State sponsored” operation involving Pakistan’s ISI

2. The Mumbai gunmen have ties to terrorist groups in Pakistan’s tribal areas and North West Frontier Province.

3. The continued bombing of the tribal areas by the US Air Force in violation of Pakistan’s’ sovereignty is consequently justified as part of the “Global War on Terrorism”.

The ISI is America’s Trojan Horse, a de facto proxy of the CIA. Pakistani Intelligence has, since the early 1980s, worked in close liaison with its US and British intelligence counterparts.

Were the ISI to have been involved in a major covert operation directed against India, the CIA would have prior knowledge regarding the precise nature and timing of the operation. The ISI does not act without the consent of its US intelligence counterpart.

Moreover, US intelligence is known to have supported Al Qaeda from the outset of the Soviet Afghan war and throughout the post-Cold War era. (For further details see Michel Chossudovsky, Al Qaeda and the War on Terrorism, Global Research, January 20, 2008)

CIA sponsored guerilla training camps were established in Pakistan to train the Mujahideen. Historically, US intelligence has supported Al Qaeda, using Pakistan’s ISI as a go-between.

“With CIA backing and the funneling of massive amounts of U.S. military aid, the Pakistani ISI had developed into a “parallel structure wielding enormous power over all aspects of government”. (Dipankar Banerjee, “Possible Connection of ISI With Drug Industry”, India Abroad, 2 December 1994).

In the wake of 9/11, Pakistan’s ISI played a key role in the October 2001 invasion of Afghanistan, in close liaison with the US and NATO military high command. Pakistan’s Chief Spy Appointed by the CIA

Historically, the CIA has played an unofficial role in the appointment of the director of Pakistan’s Inter Services Intelligence (ISI).

In September, Washington pressured Islamabad, using the “war on terrorism” as a pretext to fire the ISI chief Lieutenant General Nadeem Taj.

“Washington is understood to be exerting intense pressure on Pakistan to remove ISI boss Nadeem Taj and two of his deputies because of the key agency’s alleged “double-dealing” with the militants.( Daily Times, September 30, 2008

President Asif Ali Zardari had meetings in New York in late September with CIA Director Michael Hayden. (The Australian, September 29, 2008), Barely a few days later, a new US approved ISI chief Lieutenant General Ahmed Shuja Pasha was appointed by the Chief of the Army, General Kayani, on behalf of Washington.

In this regard, the pressures exerted by the Bush administration contributed to blocking a parliamentary initiative led by the PPP government to put the country’s intelligence services (ISI) under civilian authority, namely under the jurisdiction of the Ministry of Interior.

In other words, Washington exerts more control over the ISI than the duly elected civilian government of Pakistan.

The U.S. Violates Pakistan’s Territorial Sovereignty

The US is currently violating Pakistan territorial sovereignty through the routine bombing of villages in the tribal areas and the North West Frontier Province. These operations are carried out using the “war on terrorism” as a pretext. While the Pakistani government has “officially” accused the US of waging aerial bombardments on its territory, Pakistan’s military (including the ISI) has “unofficially” endorsed the air strikes.

In this regard, the timely appointment of Lt. General Ahmed Shuja Pasha to the helm of the ISI was intended to ensure continuity in US “counter-terrorism” operations in Pakistan. Prior to his appointment as ISI chief, Lt. General Ahmed Shuja Pasha was responsible, in close consultation with the US and NATO, for carrying out targeted attacks allegedly against the Taliban and Al Qaeda by the Pakistani military in the Federally Administered Tribal Areas (FATA) and the North-West Frontier Province (NWFP).

Upon his appointment, Lt Gen Ahmed Shuja Pasha implemented a major reshuffle within the Inter-Services Intelligence (ISI), replacing several of the ISI regional commanders. ( Daily Times, September 30, 2008). In late October, he was in Washington, at CIA headquarters at Langley and at the Pentagon, to meet his US military and intelligence counterparts:

“Pakistan is publicly complaining about U.S. air strikes. But the country’s new chief of intelligence, Lt. Gen. Ahmed Shuja Pasha, visited Washington last week for talks with America’s top military and spy chiefs, and everyone seemed to come away smiling.” (David Ignatieff, A Quiet Deal With Pakistan, Washington Post, November 4, 2008, emphasis added).

The Timing of the Mumbai Attacks

The US air strikes on the Tribal Areas resulting in countless civilians deaths have created a wave of anti-US sentiment throughout Pakistan. At the same token, this anti-American sentiment has also served, in the months preceding the Mumbai attacks, to promote a renewed atmosphere of cooperation between India and Pakistan.

While US-Pakistan relations are at an all time low, there were significant efforts, in recent months, by the Islamabad and Delhi governments to foster bilateral relations.

Barely a week prior to the attacks, Pakistan president Asif Ali Zardari “urged opening the Kashmir issue to public debate in India and Pakistan and letting the people decide the future of IHK.”

He also called for “taking bilateral relations to a new level” as well as forging an economic union between the two countries.

Divide and Rule

What interests are served by these attacks?

Washington is intent on using the Mumbai attacks to:

1) Foster divisions between Pakistan and India and shunt the process of bilateral cooperation and trade between the two countries;

2) Promote internal social, ethnic and sectarian divisions in both India and Pakistan;

3) Justify US military actions inside Pakistan including the killing of civilians in violation of the country’s territorial sovereignty;

4) Provide a justification for extending the US led “war on terrorism” into the Indian sub-continent and South East Asia.

In 2006, the Pentagon had warned that “another [major 9/11 type terrorist] attack could create both a justification and an opportunity that is lacking today to retaliate against some known targets” (Statement by Pentagon official, leaked to the Washington Post, 23 April 2006). In the current context, the Mumbai attacks are considered “a justification” to go after “known targets” in the tribal areas of North Western Pakistan.

India’s Prime Minister Manmohan Singh has stated that “external forces” forces carried the attacks, hinting to the possible role of Pakistan. The media reports also point in that direction, hinting that the Pakistani government is behind the attacks:

US officials and lawmakers refrained from naming Pakistan, but their condemnation of “Islamist terrorism” left little doubt where their anxieties lay.

What has added potency to the latest charges against Islamabad is the Bush administration’s own assessment – leaked to the US media – that Pakistan’s intelligence agency ISI was linked to the bombing of the Indian Embassy in Kabul some weeks back that killed nearly 60 people including a much-admired Indian diplomat and a respected senior defense official. (Times of India, November 27, 2008)

The Attacks have Triggered Anti-Pakistani Sentiment in India

The attacks have served to foster anti-Pakistani sentiment within India as well as sectarian divisions between Hindus and Muslims.

Time Magazine has pointed in no uncertain terms to the insidious role of “the powerful Inter Services Intelligence organization — often accused of orchestrating terror attacks on India”, without acknowledging that the new head of the ISI was appointed at Washington’s behest. (Time online).

The Time report suggests, without evidence, that the most likely architects of the attacks are several Pakistani sponsored Islamic groups including Lashkar-e-Taiba (Army of the Pure), “which is part of the ‘al-Qaeda compact'”, Jaish-e-Mohammed, a Kashmiri separatist organization belonging to Al Qaeda which claimed responsibility in the December 2001 terrorist attacks on the Union parliament in Delhi and The Students Islamic Movement of India, (SIMI). (Ibid)

Both Lashkar-e-Taiba and Jaish-e-Mohammed are known to be supported by the ISI.

Islamabad-Delhi Shuttle Diplomacy

Pakistani president Asif Ali Zardari indicated that his government would fully collaborate with the Indian authorities.

Pakistan’s newly elected civilian government has been sidetracked by its own intelligence services, which remain under the jurisdiction of the military high command.

The Pakistan’s People’s Party government under the helm of Prime Minister Yousaf Raza Gilani has no control over the military and intelligence apparatus, which continues to maintain a close rapport with its US counterparts. The Pakistani civilian government, in many regards, is not in control of its foreign policy. The Pakistani Military and its powerful intelligence arm (ISI) call the shots.

In this context, president Asif Ali Zardari seems to be playing on both sides: collusion with the Military-Intelligence apparatus, dialogue with Washington and lip service to prime minister Gilani and the National Assembly.

On November 28, two days following the Mumbai attacks, Islamabad announced that the recently appointed ISI chief Lieutenant General Ahmed Shuja Pasha would be dispatched to Delhi for consultations with his Indian counterparts including National Security Advisor M K Narayanan and the heads of India’s external intelligence agency, the Research and Analysis Wing (RAW) and the Intelligence Bureau, responsible for internal intelligence. RAW and Pakistan’s ISI are known to have been waging a covert war against one another for more than thirty years.1

On the following day (November 29), Islamabad cancelled the visit of ISI chief Lt Gen Shuja Pasha to India, following Indian foreign minister Pranab Mukherjee’s “very aggressive tone with Pakistani officials [in a] telephone [conversation] after the Mumbai attacks”. (Press Trust of India, November 29, 2008 quoting Geo News Pakistan).

Tense Situation. Deterioration of India-Pakistan Relations

The Mumbai attacks have already created an extremely tense situation, which largely serves US geopolitical interests in the region.

Islamabad is contemplating the relocation of some 100,000 military personnel from the Pakistani-Afghan border to the Indian border, “if there is an escalation in tension with India, which has hinted at the involvement of Pakistani elements in the Mumbai carnage.” (Pakistan news source quoted by PTI, op cit).

“These sources have said NATO and the US command have been told that Pakistan would not be able to concentrate on the war on terror and against militants around the Afghanistan border as defending its borders with India was far more important,” (Ibid, Geo News quoting senior Pakistani journalist Hamid Mir).

US Interference in the Conduct of the Indian Police Investigation

Also of significance is Washington’s outright interference in the conduct of the Indian police investigation. The Times of India points to an “unprecedented intelligence cooperation involving investigating agencies and spy outfits of India, United States, United Kingdom and Israel.”

Both the FBI and Britain’s Secret Service MI6 have liaison offices in Delhi. The FBI has dispatched police, counter-terrorism officials and forensic scientists to Mumbai “to investigate attacks that now include American victims…” Experts from the London’s Metropolitan Police have also been dispatched to Mumbai:

“The U.S. government’s “working assumption” that the Pakistani militant groups Lashkar-e-Taiba and Jaish-e-Mohammed are suspects in the attacks “has held up” as Indian authorities have begun their investigation, the official said. The two Kashmiri militant groups have ties to al Qaeda.” (Wall Street Journal, November 28, 2008)

The role of the US-UK-Israeli counter terrorism and police officials, is essentially to manipulate the results of the Indian police investigation.

It is worth noting, however, that the Delhi government turned down Israel’s request to send a special forces military unit to assist the Indian commandos in freeing Jewish hostages held inside Mumbai’s Chabad Jewish Center (PTI, November 28, 2008).

Bali 2002 versus Mumbai 2008

The Mumbai terrorist attacks bear certain similarities to the 2002 Bali attacks. In both cases, Western tourists were targets. The tourist resort of Kuta on the island of Bali, Indonesia, was the object of two separate attacks, which targeted mainly Australian tourists. (Ibid)

The alleged terrorists in the Bali 2002 bombings were executed, following a lengthy trial period, barely a few weeks ago, on November 9, 2008. (Michel Chossudovsky, Miscarriage of Justice: Who was behind the October 2002 Bali bombings? Global Research, November 13, 2009). The political architects of the 2002 Bali attacks were never brought to trial.

A November 2002 report emanating from Indonesia’s top brass, pointed to the involvement of both the head of Indonesian intelligence General A. M. Hendropriyono as well as the CIA. The links of Jemaah Islamiyah (JI) to the Indonesian intelligence agency (BIN) were never raised in the official Indonesian government investigation –which was guided behind the scenes by Australian intelligence and the CIA. Moreover, shortly after the bombing, Australian Prime Minister John Howard “admitted that Australian authorities were warned about possible attacks in Bali but chose not to issue a warning.” (Christchurch Press, November 22, 2002).

With regard to the Bali 2002 bombings, the statements of two former presidents of Indonesia were casually dismissed in the trial procedures, both of which pointed to complicity of the Indonesian military and police. In 2002, president Megawati Sukarnoputri, accused the US of involvement in the attacks. In 2005, in an October 2005 interview with Australia’s SBS TV, former president Wahid Abdurrahman stated that the Indonesian military and police played a complicit role in the 2002 Bali bombing. Washington Arrogance has Fomented a Muslim Revolution

Is Pakistan responsible for the Mumbai attack in India? No.

Is India’s repression of its Muslim minority responsible? No.

Is the United States government responsible? Yes.

The attack on Mumbai required radicalized Muslims. Radicalized Muslims resulted from the US overthrowing the elected government in Iran and imposed the Shah; from the US stationing troops in Saudi Arabia; from the US invading and attempting to occupy Afghanistan and Iraq, bombing weddings, funerals, and children’s soccer games; from the US violating international and US law by torturing its Muslim victims; from the US enlisting Pakistan in its war against the Taliban; from the US violating Pakistan’s sovereignty by conducting military operations on Pakistani territory, killing Pakistani civilians; from the US government supporting a half century of Israeli ethnic cleansing of Palestinians from their lands, towns and villages; from the assault of American culture on Muslim values; from the US purchasing the government of Egypt to act as its puppet; from US arrogance that America is the supreme arbiter of morality.

As Justice Brandeis said, crime is contagious. Government teaches by example, and America’s example is lawlessness. America’s brutal crimes against the Muslim world have invited every Muslim to become a law unto himself–a revolutionary. It is not terror that Washington confronts but revolution.

By illegal, uncivilized and undiplomatic behavior, the US has stirred Muslim peoples from their long slumber as serfs of Western colonial powers. Some Muslims have had all that they can take, and their fury drives them to rouse a billion of their fellows to throw off the yoke of foreign hegemony.

The arrogant incompetence of American governments brought this conflict to the American people and inflicted it upon the world. By destabilizingPakistan, the US lost a puppet and created an opportunity for Muslim revolutionaries to exploit. By enraging India against Pakistan, the Mumbai attack has created new problems for Pakistan that will focus that government’s attention away from combating Taliban sanctuaries on Pakistan’s border with Afghanistan. If the US picks up the slack, it will have invaded yet another country and become trapped in a larger quagmire.

Having fomented terrorism, the American government now pretends to be the innocent victim, just as Israelis, having brought about terrorism by driving Palestinians from their homes and villages, pretend to be innocent victims.

Today European members of NATO, an outdated organization formed to defend Western Europe against Soviet invasion, are sacrificing the lives of their soldiers fighting the American Empire’s war in Afghanistan. If Americacontinues to have its way, Europeans will soon be dying in Ukraine, Georgia, and Iran.

The American government, which preaches “freedom and democracy” has in the 21st century gone to great extremes to stamp out the US Constitution and the civil liberties that it guarantees. The US government has repudiated the Geneva Conventions and the prohibitions in US statutory law against torture. The US government has set aside habeas corpus, the ancient legal principle guaranteed by the US Constitution that prohibits governments from holding people in prisons without presenting charges. The US government has broken the laws of other nations by kidnapping foreign citizens and transporting them to other lands to be tortured.

These massive crimes have been justified in the name of the “war on terror.” In truth, America’s crimes foment revolution.

It was the US government that created the “war on terror,” which has been used to murder and dispossess millions of Iraqis and Afghans, to imprison US citizens as if they were medieval serfs, and to squander three trillion dollars for the sole purpose of enriching Halliburton and the military-security complex.

Investigative journalist John Pilger has shown that the so-called “moral superiority of the West” is a hoax designed to shield from view the self-seeking West’s crimes against humanity.

Obama promised change from this destructive behavior, but how does change arise when the most arrogant woman on earth is appointed Secretary of State and the rest of the new government is staffed with tried and true Likudniks and servants of the military-security complex?

The change over which Obama will preside will have no American victories. The change will come from America as a failed state, from the dollar dethroned as reserve currency, from America repudiated by its allies and paid puppets, from massive unemployment for which there is no solution, from hyperinflation that produces anarchy.

The day might arrive when Washington is faced with revolution at home as well as abroad.

Mumbai Carnage: The final Nail in Mumbai Police’s Coffin

It is 11.41 PM in India on 22nd December 2008 in India. Barely an hour ago, the Mumbai Police have come out with a statement, on the last day of the Indian Parliament, after AR Antulay, the Indian minority affairs minister was getting increasing support from all secular, Left and even BJP backed parties for his questioning of circumstances surrounding Hemant Karkare’s death and demand for a probe into the same.
The Police statement sounds like a Post Mortem report—but it not one, we are told—it is a statement on the kind of bullets Karkare received on his body. The statement says “four bullets were found on Hemant Karkare’s body; none of the four bullets found on Karkare’s body were from a Police weapon; Karkare was shot by terrorists and his death has nothing to do with the Malegaon blast investigations”.
I leave it to readers to draw their conclusions on the cruel joke which the Mumbai Police and the establishment behind it is playing with Indian, Muslim, Hindu and Marathi sentiments. Have you ever heard of a Police statement which explains that `none of the bullets found on Karkare’s body came from a Police weapon?’ And that his death had nothing to do with Malegaon investigations?
This is not a statement. It is a foolish defense—an epic slip of the official whip—of an indefensible truth—that Karkare was indeed killed by a Police weapon and that his death was a direct result of Malegaon Blast investigations.
The establishment—not just the RSS minded forces but also the pro-US, pro-Israel lobby in Congress and other `secular’ parties—seems frightened, especially by the stand taken by Muhammad Salim, the CPI-M MP, who along with Sandeep Dixit of the Congress, gave one of the best speeches in the Parliament when the debate on the Mumbai carnage began. Muhammad Salim is the young, modern face of the Indian Muslim and his coming out in Antulay’s favor was `dangerous’.
I am not drawing this conclusion—it is emerging from reading the Police version backwards, from the perspective of Edgar Allen Poe, Dashiell Hammett and Ibn-e-Safi. Common sense has deserted the Mumbai Police. This if any is God’s justice and nature’s revenge on killers and rapists like Rakesh Maria, the Joint Commissioner of Mumbai Police, and surprisingly and shockingly the chief investigator in the Mumbai carnage.
By issuing this statement when only a day is left for Parliament’s winter session, when both Antulay and this author were getting increasing support from ordinary Hindus and Muslims for their `conspiracy theories’, the Mumbai Police has admitted its guilt. If the Indian judicial system fails to punish the Mumbai or whichever Police killed Karkare, then God’s and people’s justice will take over.
The Police statement fails to address the basic questions: who sent Karkare, Salaskar and Kaamte to Cama hospital to get killed? Where is Karkare’s mobile phone? Who is the person he was talking to when his last footage was shown on TV? Why have Karkare’s calls not been traced through the satellite system? Karkare was given Z security—where was the Z security when Karkare went into the field? How can an ATS chief enter into a battle with terrorists without at least a dozen members of his 400 strong ATS team, equipped with semi-automatic weapons? Where was the Mumbai ATS team? There are three versions of the chain of events leading to Karkare’s death—which version is true which false?
Karkare was unveiling the uncomfortable truth that terror has a different side to it; according to Karkare’s investigations into the Malegaon blasts, terrorists did not come merely in the shape of `Muslim’ skull caps or beards or Pathan suits. They could also don the tika and pseudo-Hindu, anti-national, anti-Sanatani, anti-secular saffron robes.
For the first time since Independence, Karkare was not just taking the ever alive RSS backed Hindutva terrorism head on; he was wittingly or unwittingly challenging American and Israeli backed Islamophobia. Karkare was challenging directly CIA and Mossad—people who do not take this seriously, whether or not they believe in any `theory’, are simply dumb.
Imagine the repercussions had Karkare been allowed to go ahead with the full probe on Malegaon investigations. Imagine Praveen Togadia behind bars; imagine Narendra Modi behind bars; imagine even Sudarshan and LK Advani behind bars—above all imagine the nightmare of New York Times, Washington Post, Time magazine, Newsweek, The Economist and all pseudo-liberal newspapers who have gone along and played the American-Israeli game of demonizing Islam and creating the image of the `Islamic terrorist’, only and only because, after the demise of the Soviet Union, Islam is the only ideology left in the world possessing a concept of jihad or dharmayuddhya, i.e. a fight against injustice, and the only barrier in the way of the American-Israeli loot of Asian resources.
Imagine the discomfiture of even the Guardian newspaper for which Arundhati Roy’s generalized, superficially anti-American but pro-western-liberal-Imperialist stance, of a pseudo-girlish `oh-my-God’ kind of horror at dirty Indian realities—realities created by the west, but which the West prefers to look condescendingly at, an attitude Arundhati Roy never questions—is the most comfortable kind of third world liberalism that they can live with.
As the Government of India prepares for war with Pakistan at American-Israeli behest, a small happening, Hemant Karkare’s Post Mortem non-report/report, Mumbai Police’s `forced confession’, is standing in its way.
The battle for India’s souls has just begun—tomorrow do not believe a word of what headlines of leading Indian newspapers will scream. They are dead serious about their lies and half-truths—and they know it.
Just 500 meters away from Nariman House, there is a station of the Grenadier Battalion; it was ready to go into action at 11 PM on 26th November; timely action by this force could have saved hundreds of lives—but this battalion and other army units were not pressed into action till 5or 6 AM after the NSG arrived. Why this deliberate callousness? Who is responsible for these orders? Shouldn’t he or she, or hees and shees, be publicly hanged?
Mumbai Police is one of the strongest bastion, of RSS-underworld-Mossad-US alliance, which uses the ISI and a part of RAW as tools. Sonia Gandhi must realize this before it is too late. These forces killed her husband and her mother-in-law. They will not spare anyone. The CPI-M should also realize that as the Congress fails the historic duty of saving India from disintegration, chaos and fascist/colonial takeover rests on its shoulders. Let all Left, secular and patriotic forces see in the Mumbai carnage the first direct assault Mossad-CIA backed ISI, underworld and Hindutva agents on India’s sovereignty.
For those who do not believe that RSS can use Dawood (now a CIA asset) or Vice versa or that ISI can use RSS or Vice versa, what about Indranesh, an accused in the Malegaon Blast investigations taking Rs 3 Crores from the ISI, something mentioned by Karkare in the Malegaon file?

ATS chief Hemant Karkare, DIG Ashok Kamte and Inspector Vijay Salaskar were at their respective homes when they heard of the terrorist attacks. Karkare reached Haj House in his official vehicle where police had blocked the traffic. He put on a bullet-proof vest and helmet and walked towards CST Terminal.

Meanwhile, Salaskar had reached the Taj Palace Hotel. Joint commissioner of police Rakesh Maria, who was at the control room, directed him to the Colaba station where two israelis had been detained at Nariman house. Maria later directed Salaskar to the Cama Hospital. On his way, he met Karkare and they headed towards Special Branch Office at Dhobi Talao, right behind the Cama Hospital. Kamte joined them there.

They got into a Qualis with Salaskar at the wheel while Kamte besides him. Karkare sat behind them and three constables occupied the rear seats.

They intercepted a terrorist behind St. Xavier’s College. It was Ajmal Amir Kasab. Salaskar shot at him with his service revolver and hit his hand. He dropped the bad he carrying. As the vehicle closed towards Kasab and slowed down, Ismail, Kasab’s associate emerged and took all by surprise. He sprayed bullets from his AK-47 and hit Salaskar, Karkare, and Kamte. UNDER-REPRESENTATION OF MINORITIES IN LEGISLATIVE BODIES

AN APPROACH

The Indian electoral system confirms to the international standards as enshrined in the International Covenant on Civil and Political Rights.

Article 25 of the International Covenant on Civil and Political Rights declares that “Every citizen shall have the right and the opportunity, without any of the distinctions mentioned in article 2 and without unreasonable restrictions ;

To take part in the conduct of public affairs, directly or through freely chosen representatives.

To vote and to be elected at genuine periodic elections which shall be by Universal Adult Suffrage and shall be held by secret ballot, guaranteeing the free expression of the will of the electors.

To have excess on general terms of equality to public service in his country.”

However respect for fundamental rights such as non-discrimination (Article 25 of the International Covenant on Civil and Political Rights) may not be sufficient to ensure truly effective participation and representation of minorities in public life. If one maintains a strictly formalistic reading of the right of one person one vote, there is the potential danger of perpetuating the tyranny of the majority inherent in most political systems. Persons belonging to the minorities would still tend to be less visible and less audible in all sphere of public life, with the result that their interest would naturally tend to be ignored or disregarded.

The right to vote and to be elected and to take part in the conduct of public affairs currently protected under Article 25 of the International Covenant on Civil and Political Rights is arguably not so rigid. Article 2 of the U.N Declaration on the Rights of Persons Belonging to National or Ethnic, Religious and Linguistic Minorities appears, in fact, to be a clarification on how this human right should be appropriately interpreted in relation to persons belonging to minorities since it adds that

“(2) Persons belonging to minorities have the right to participate effectively in cultural, religious, social, economic and public life.

(3) Persons belonging to the minorities have the right to participate effectively in decisions on the national, and were appropriate, regional level concerning the minority to which they belong or the regions to which they live, in a manner not incompatible with national legislation.”

Article 2 of the U.N Declaration on the Rights of Persons Belonging to National or Ethnic, Religious and Linguistic Minorities acknowledges albeit indirectly there may be obstacles which risk rendering the participation of persons belonging to minorities ineffective. Persons belonging to minorities tend to be consistently outvoted or under-elected because of their lesser numbers, with the consequence that their interest are often neglected in public life.

This is why article 2 sub-clause 2 of the U.N Declaration on the Rights of Persons Belonging to National or Ethnic, Religious and Linguistic Minorities speaks of the right to participate “effectively” and then proceeds in sub-clause 3 with suggestions on how this can be done, “…. the right to participate effectively in decisions on the national and, where appropriate, regional level concerning the minorities to which they belong or the regions in which they live ….”

The creation of linguistic states in India has, to a large extent addressed the problems of the linguistic minorities. The state of Haryana was claimed to be created out of Punjab to accommodate and to protect the aspirations of the non-punjabi speaking people (linguistic minority). The Hindu religious Minority in Punjab were thus able to effectively participate in political and public life in the new state of Haryana.

A much more difficult problem to address is the tendency of religious minorities to be under-represented in political and public life. In such a political system as the present one these minorities tend to find there ‘votes diluted’ especially if they are not territorially concentrated. The number of elected representatives who are members of the religious minorities tend to be much lower than the actual percentage of the population which the minority constitute.

The 1991 Census data available gives us the percentage of population of major religions in India in the following manner:

Hindus 82.00%

Muslims 12.12%

Christians 02.34%

Sikhs 01.94%

Buddhists 00.76%

Jains 00.40%

Others 00.39%
Out of the total number of 452 districts in India the Christians and Sikh religious minorities are more or less territorially concentrated with more than 50% population according to religion in 21 and 9 districts respectively. (although they constitute 2.34% and 1.94% of the total population of India) On the other hand the most significant minorities i.e. the Muslims constitute 12.12% of the population but they are territorially dispersed. Muslim religious minorities therefore, have more than 50% presence in only 8 districts (Dhubri, Barpeta, Hailakandi, Goalpara, in Assam, Kishanganj in Bihar, Malappuram in Kerala, Lakshwadeep, in Lakshwadeep, and Murshidabad in West Bengal according to 1991 census figures).

Except for the seventh (1980) and eighth (1984) Muslim representation has ranged between 4.4% and 6.6% on an Average being 5.8% of the total strength of the Lok Sabha were as their population during this period has been 11% on an average. The figures for the state assemblies are not very different. The previous Madhya Pradesh Assembly did not have a single Muslim member, interestingly. It is high time the under-representation of the most significant religious minority needs to be studied.
This under-representation of persons belonging to religious minorities is, however, not directly attributable to any actual desire by the state to reduce or eliminate the election of citizens who happen to belong to a minority. It is simply a manifestation of a structural difficulty or flaw in many political systems, including majoritarian democracies. Because of the lower number and territorial dispersion minorities are systematically outvoted in terms of there participation and representation in public life. This means that the minorities can almost never elect the number of representatives that reflect more of less faithfully their actual percentage of the population. In our democratic system their voices in the world of political representation tend to be either weak or barely audible, their presence almost invisible.

On the more negative side in India there are instances were the creation of electoral constituencies can be ‘GERRY-MANDERED’, manipulated so that even when a minority represents a large percentage of the population, its members are divided between a number of constituencies in such a way that their votes are diluted to the point where it is unlikely that they will be able to elect even a minimal number of representatives who belong to minorities.

Whether this is actually an intentional result of not, this obstacle certainly has occurred and is still occurring at various levels. Although the citizens who belong to religious minorities are not denied the right to vote, the delimitation of the electoral borders can constitute a serious obstacle to the effective participation of minorities in political and public life in the state, since it results in an inability of electing individual who would be able to represent their interest at the political level to a degree which actually reflects approximately their numbers.

ECONOMIC DEPRIVATION

Under-representation in political and public life and economics are interrelated. A survey of 33,000 nationally representative rural sample, conducted by National Council of Applied Economic Research in 1994 provides data on house hold income and a range of human development parameters which can be cross-classified according to selected population groups. These data show a very high incidence of poverty among the Muslims compared with the all India average.

The percentage of population below the poverty line is 43% for Muslims followed by 50% for SCs. Compare this with 39% for the whole population (32% for the Hindus excluding SCs and STs). Percentage of Kutcha houses is very high 65.9% among Muslims close to 66.6% for the SCs. The national average figures in this case is 55.4%. Disabilities among Muslim children between the age group of 0-12years is higher than the national average. Percentage of severely malnourished children in the age group of 5-12 years is the highest 33.5% followed by 30.2% for STs 28.7% for Hindus and 29.0% of all population i.e the national average.

Therefore the SCs STs and the Muslims can be considered as the economically deprived population group. To some extent the reason for their relative backwardness are social; their relative bargaining power in the social and political system has always been low.

According to another White Paper prepared by an organization working for the Muslim minorities there were only 116 Muslims out of a total of 3883 administrative officers (2.98%), 45 out of 1433 police service officers (3.14%) and 57 out of 2159 foreign service officers (2.64%). In central Government Muslims constitute 1.6% of all class I officers, 3.9% of all Class II officers and 4.4% of all the technical supervisory staff.
An official report by Dr. Gopal Singh Committee, reveals a marked disparity between Hindus and Muslims in economic, social and educational field. The report based on a sample survey of 80 districts across the country found that there were only 92 Muslims out of 2698 students in Engineering Colleges. The number of Muslim students in the MBBS course in 8 Universities across 8 states was only 98 out of 2895. Some scholars have explained this declining under-representation of minorities particularly the Muslims in Government or private services through Gunnar Myrdal’s Cumulative Causation (CC) Theory.

The famous economist Gunnar Myrdal did not believe in the conventional economic theory because it is mono-causal, as only economic factors are accepted in the explanation of social life. For Myrdal non-economic factors (which encompass historical, institutional, cultural and ideological elements) are central to the initiation and continuity of circular and cumulative proceses as they are among the main vehicles for circular causation. Economic and non-economic factors reinforce each other and augment any tendency a system may have to development or under-development (Myrdal 1978).

Myrdal insisted on the central role of social, political and institutional factors in the explanation of development and under-development. Under-representation in political and public life and economics are interrelated. Therefore promoting effective participation of minorities in the social economic and political life is essential.

MECHANISMS

Guaranteed seats

More effective participation and representation in public life is possible without territorial political autonomy. New Zealand uses a combination of two different approaches that can be helpful by having both a proportional electoral system and guaranteed electoral seats for the Maori minority. It must be noted however that while any measure that guarantees or makes it more likely that such persons can be elected and thus participate in the public life of the state is commendable and an improvement on simple majoritarian rule, it does not actually guarantee that this will necessarily be an effective way of protecting the interests of persons belonging to minorities. To put it simply, even a minority guarantee a few seats in the legislatures like the reserved seats for the Anglo-Indians in parliament, may not be able to influence or modify greatly “ the tyranny of the majority, in areas of concern because they will normally be out voted. Nevertheless the increased and voice of persons belong to minorities do contribute to a more effective participation than a completely majoritarian approach to representative and participative democracy.

In Romania seats are reserved for small minorities which do not obtain atleast one Deputy or Senate mandate in parliamentary elections, as long as they had obtained in the whole country a certain percentage of the validly caste votes in the election of the Deputy in the whole country.

In Ethiopia the Yefederashan Mekir Bet (Council of the federation) has 117 members, one each from the 22 minority nationalities and 1 from each professional sector of its remaining nationalities, designated by the regional councils which may elect them directly or provide their direct election.

Proportional Representation

Many countries have the proportional representative system of elections. For larger minorities such elections offer a better chance of gaining some representation. Proportional representation can operate on the basis of large multi member districts/constituencies in which the seats are allocated according to the percentage of votes cast. The advantage of proportional representative system of elections, and one of the reasons why they are so popular in many countries, is that they suggest atleast a possibility of fairer representation of both minorities and majorities. Proportional representation in Israel does ensure that persons belonging to Arab minority are able to elect a number of members to the ‘Knesset’ which is fairly representative of the size of the minority.

Most proportional representation system however, operate with some type of party list, from which a proportional number of elected members can be extracted; …… a party which gets under such a system 50% of the votes will have the first 50% of the individuals on its list elected. Ofcourse persons belonging to minorities may also find themselves relegated to a minority position in the list of political parties. They may therefore find themselves seriously outvoted and excluded in a proportional system.

A unique approach to address this lacuna has been rather successfully implemented in Singapore. A Group Representation Constituency scheme was introduced in 1988 to allow members of parliament to contest elections as a team which would, it was felt, ensure a more effective participation and representation of persons belonging to minorities in parliament. Essentially, this scheme requires that all political parties contesting certain constituencies must present a slate of there candidates, one of whom must belong to a minority community. We can also use this system to address the problem of under-representation of women and minorities in India.

(III) Reduced Vote Threshold

Some countries promote representation of minorities in legislatures by lowering the number of votes needed for election in case of candidates belonging to specific minorities. Germany and Hungary have adopted this system to improve the representation of the Danish and National and Ethnic minorities respectively.

CONCLUSION

Adequate representation and effective participation in public life is important to create links of loyalty to the state and society of which persons belonging to minorities form a part. Fair treatment of minorities in mainland India will also reassure the secessionist forces in Kashmir and elsewhere. In a letter to Mr. B C Roy the then Chief Minister of West Bengal dated June 29, 1953 Jawaharlal Nehru spoke of the injurious results of majority communalism in Kashmir. He wrote “As you know, the people in the valley are over 90% Muslim. The reaction of the Jammu Praja Parishad movement on them has been very great. They have become frightened of the communal elements in Jammu and in India and their previous wish to be attached to India has weakened.” He felt that ‘in the ultimate analysis…..we gain Kashmir if we gain the goodwill of the people there…….’ To this one may add that before we try to gain the goodwill of the people in Kashmir we must gain the goodwill of the minorities in India (who constitute a majority in Kashmir and elsewhere).

Deprivation of the minorities in a formalistic constitutional non discriminative system where power could be acquired by the dominant religions, without it being reflected in the constitution was a fear expressed by the founder of the Indian Constitution Dr. Bhimrao Ambedkar who warned the Constituent Assembly on November 4, 1948 that “it is perfectly possible to pervert the constitution without changing its form by merely changing the form of administration and to make it inconsistent and opposed to the spirit of the constitution”.

Jawaharlal Nehru in his Note on Minority published in Young India in 1930 had observed that there could be no stable equilibrium in any country without fair treatment of Minorities. He felt that the method of representation should be such as to carry the goodwill of the minorities. The Congress leadership assured the minorities that seats in the central and state legislatures would be reserved for them on the basis of their population under joint electorate. Articles 292 and 294 thus got incorporated in the Draft Constitution Part-XIV published in Feb, 1948. Adequate representation of minorities in the cabinet was provided under a schedule to the Constitution. These special measures for the protection of political rights of the minorities were removed under the shadow of partition.

While deleting these special provisions of reserved legislative seats for religious minorities, Jawaharlal Nehru and other senior Congress leaders had given an assurance in the Constituent Assembly in 1949 that even without any statutory safeguard the minorities would receive fair treatment and that they should trust the majority for this. According to Nehru it was ‘an act of faith above all for the majority community because they will have to show after this that they can behave to others in a generous fair and just way. Let us live upto that faith.’

However the working of the electrol system in India has demonstrated that Jawaharlal Nehru’s famous ‘act of faith’ could not make much of a difference in practical terms. Unless the entry of members of historically and socially disadvantaged groups are facilitated by special measures the constitutional provisions for equality of opportunity for all citizens would remain near paper declarations. The electoral system in India needs to be studied to balance the interests of majority and minority communities and modified accordingly, so that the entitlement of the religious minorities to special treatment as individuals (citizens) is recognized ‘their communal membership serving only to identify them as deserving beneficiaries.’

i absolutely endorse my party’s stand that the indo-us strategic alliance and also the strong ties with israel are creating a very dangerous situation for india. we are not going to gain anything and we are courting many dangers.
also i do not hold a brief for the mumbai police and their investigating capacaties. we have all read the sri krishna commission report and seen the complete paralysis of the maharashtra govts in implementing its recommendations.
it is the habit of going into denial that many people are revealing themselves to be addicted to. the hindutva brigade is feigning denial among large sections of hindus about involvement of its members in terrorist activities – something that my party has been in the forefront of asserting and also demanding action against.
asking for an enquiry is not the same as advancing a theory or accepting the innocence/guilt of any of the people involved in the incident. demanding an enquiy into the batla house encounter – as my party has been the first to do – is certainly not the same as expressing belief in the innocence of those killed and arrested. as i had mentioned earlier it was none other than hemant karkare who, along with others in the maharashtra police, who had tracked the indian mujahideen and its links and members – an organisation that many secular and muslim friends believe to be a figment of the imagination of muslim-baiters. it seems hypocritical to believe that karkare’s right hand was secular and his left, communal. i think that he was an honest man doing his job as intelligently and honestly as possible. his death is truly a most tragic incident.
the vicious response of the shiv sena and sangh parivar to karkare’s investigations into hindutva terror is utterly shameful and condemnable. and these same persons did a complete turnaround after his death and began to hail him as a martyr – this is what should outrage all of us and make us recognise these forces for what they are.
